YOUR LETTER TO CONGRESS

Please send your Congressional Delegation 
the following letter at your earliest convenience.

Dear Honorable Representative and US Senator,

Seventy percent (70%) of your time is spent fundraising and campaigning. Meanwhile, over 12,000 Congressional staffers and 11,000 lobbyists wield undue influence and conduct the business of the House of Representatives. Why? Because the US House and Senate Conference Committee Report issued after working out the Bill of Rights on September 24th, 1789, used confusing language in formulating the original 1st Amendment that was supposed to cap Congressional Districts at either the HR’s 50,000 or Senate’s 60,000 people.

This amendment was deemed most essential. It was placed in the 1st position and passed by a Congress consisting of Two Future US Presidents, Three former Presidents of Congress, Nine Declaration of Independence signers, four Articles of Confederation signers, and 15 U.S. Constitution Signers. Moreover President George Washington, Chief Justice John Jay, Secretary of State and Declaration of Independence author Thomas Jefferson, Secretary of the Treasury and US Constitution signer Alexander Hamilton, Attorney General and US Constitution framer Edmund Randolph, and Secretary of War Henry Knox all worked together behind the scenes to constitutionally cap, in this "First Amendment," Congressional Districts at or below 60,000 persons. In their debates and letters it was clear these founders wanted, with the passage of the 1st Amendment, for the House of Representatives to remain answerable to people through the mechanism of small districts devoid of any undue influence by special interests who might fund Congressional Campaigns. 

Unfortunately, The HR members and/or Clerks who were responsible for formulating a 12-amendment Resolution failed to incorporate the Conference Committees’ Article the First penultimate line language (by striking out the word "less" in the last line but one, and inserting in its place, the word "more,") in the 12-Amendment HR/Senate Final Resolution. Simply put, they struck out the in the last line but one and replaced it with “by striking out the word "less,” in the last place of the said first article, and inserting in lieu thereof the word "more." This error changed the wrong “less” to “more” and rendered the original First Amendment dysfunctional because it did not limit the population of Congressional Districts to HR’s 50,000 or the Senate’s 60,000 people. 

Fortunately, it was recently discovered that the actual 12-Amendment HR/Senate Resolution proposing the Bill of Rights actually approved the Senate’s Article the First and not the botched-up “less to more” HR’s Article the First. The approved amendment, passed by both the 1789 HR and Senate awaits its submission to the States for ratification. 

 All I ask of you, honorable Senator and Representative is to:
First: Acknowledge that the 1789 Congress erred by transmitting the wrong first amendment, to the States for ratification in 1789;
Second: Transmit Article the First, the original first amendment, as approved by both the House and Senate on September 24th & 25th, 1789, to the States for ratification consideration in the following form:
Article the First: After the first enumeration, required by the first article of the Constitution, there shall be one Representative for every thirty thousand, until the number shall amount to one hundred; to which number one Representative shall be added for every subsequent increase of forty thousand, until the Representatives shall amount to two hundred, to which number one Representative shall be added for every subsequent increase of sixty thousand persons.

The time has come to return to the people a new House that will consist of elected Representatives from all walks of life throughout the United States. This diverse group, truly representative of their constituents, will revitalize the House with the synergy of their ideas and ignite the active participation of "We the People" in Congressional legislation. Please return campaigns to neighbors calling on neighbors with grass roots budgets that do not require the capital and voter influence of Lobbyists to win a seat in Congress. Please remove the campaign burden of members spending millions of dollars and 70% of their time to persuade 726,000 gerrymandered constituents to elect them every two years.

Please Honorable Representatives and Senators get on board with the first U.S. Congress to return the House to the people. Submit the original 1st Amendment, as approved by the 1789 Congress, to the States for ratification. It's what the framers intended and “We the People” require.

HR staff has grown from 500 for a 92 Million Population in 1910 to 12,200 (2,420% increase) for a 315 Million Population in 2010 (342% increase), while the number of HR members increased from 394 in 1910 to 435 (9% increase) in 2010. Congressional Districts now exceed 725,000 citizens. According to the Washington Times 25 year old staffers are running the HR with, according to NPR, 11,000 Lobbyists writing the bills.

We created a non-partisan petition to The United States House of Representatives and The United States Senate titled "Congress Please Transmit the Original First Amendment To The States For Ratification".

This petition calls on Congress to: 
  1. acknowledge that the 1789 Congress erred by transmitting the wrong Article the First, the original first amendment, to the States for ratification; 
  2. transmit Article the First, the original first amendment, as approved by both the House and Senate on September 25th, 1789, to the States for ratification in the following form:

Once transmitted by Congress, it would then be up to the fifty State legislatures to decide if the original first amendment to the U.S. Constitution, which limits Congressional Districts to 60,000 people, should be ratified.
